It could be that they're exploiting a bug without realising that it is a bug and therefore they are cheating. By giving them a warning, you also start to communicate with them. It wouldn't be one of those things where someone reports that they think another player is hacking/cheating and the account goes poof right? I ask because I've seen people complain about in game things(other games) where the person complaining actually just didn't play well, but they think they the other person <i>must have</i> been cheating to beat them.
